The reason more didn't speak out then was the same reason more don't speak out now--it would have required outing many of their colleagues as complicit in war crimes and mass murder. You can just save this article and read it again in about a year replacing "Iraq War" with "9/11 Fraud". All the same excuses will be trotted out and will ring just as hollow.
