For all its problems with the insincere among its ranks, the real truth movement is the one peopled by the vast, honest majority who believe the events of 9/11 must be subjected to the closest scrutiny possible if we are to learn from this dark chapter in world history. The main thing is that he is declaring the FBI an intelligence gathering operation in addition to a crime investigation unit. This bypasses the prohibition on the CIA of domestic surveillance. this means that the FBI will be able to investigate peopel on the merest accusation by anyone - i.e. a "tip". This also means (see the section in bold) that the FBI will be able to use assets, or informants, not just for information but to actually carry out tasks on behalf of the FBI.
