That isn't really correct. To list some beneficiaries:

a) The Saudi monarchy benefited with the withdrawal of US troops from the region. Bush I had used the Iraq war of 1990-1 as a rationale for stationing US troops in the Holy Land. All Muslims had wanted them out. They left after the invasion of Iraq. The rationale for keeping them there had been an alleged Iraqi threat.

b) Vladimir Putin benefited from the spike in oil prices. All serious reports on the Russian economy have shown it to be on life-support maintained by the high oil prices. This is exactly what Brezhnev had allowed to develop in the 1970s, and when the price of oil crashed in the 1980s it set off a crisis which Brezhnev and his successors had not prepared for. Putin is following a rather similar route, but the high price of oil saves him for now.

c) Iran's leaders have clearly benefited, and they supported the invasion of Iraq because they knew they would. As there doesn't seem much chance of Washington ever actually moving against Iran and most of the comments to the country appear to be just a public show for the gullible masses, it does appear that Iran's benefits will be sustained.

In contrast, it would have been almost unimaginable for authors like Mearsheimer & Walt to gain the publicity which they have received before 911. Findley never got such a reception. It was clearly 911 that made the difference between Findley on the one hand and Mearsheimer & Walt on the other.

None of this can be used to deduce anything about 911 per se, although I have seen it argued by others, with at least internal logical consistency, that the withdrawal of US troops from Iraq indicates the Saudi monarchy was behind events. But the problem with that is that the world is just moving too fast right now today for a "cui bono?" argument to mean much. It's just funny how people act totally clueless about what's going on in the world and repeat their own favorite "cui bono?" mantra without bothering to really look at actual events.
